New York State DEC ASP

NY Analytical Services Protocols

The State of New York developed a specific program for high profile contaminated sites modeled after the US EPA Superfund program. They called their program the Analytical Services Protocols (ASP). In order to participate in this program, an environmental laboratory must first be accredited by the New York Department of Health's Environmental Laboratory Approval Program (ELAP) in both the Non-Potable and Solid & Hazardous Waste categories and also have the capability to provide the program's deliverables. However, effective April 1, 2009, the New York Environmental Laboratory Approval Program (ELAP) discontinued this CLP-tier level of accreditation from their program.

Subsequently, the Department of Environmental Conservation (DEC) has stated that they will eliminate the CLP-tier accreditation requirement from present and future analytical contracts and the Division of Environmental Remediation (DER) has stated that they will remove the CLP-tier approval requirement for Category B deliverables.

The ASP program requires a full data deliverables package (Category B) to support the performance of SW-846 methods. Alpha provides this full deliverables package on CD-ROM media as a fully bookmarked file, which allows for quick access to any part of the document.

Alpha Analytical was one of only a few laboratories in the Northeast to hold full certification in the NYDOH's ASP category for all four analytical groups (CLP Volatiles, CLP Semivolatiles, CLP Pesticides & PCBs and CLP Inorganics). Although the CLP-tier of accreditation has been discontinued, Alpha continues to maintain its accreditation with the New York ELAP in the Solid & Hazardous Waste, Non-Potable Water, Potable Water and Air & Emissions categories.
